I fixed the problem by running DCGPOFIX on the Win2k3 server followed by a reboot. I tried accessing the GPO in the error by going to \\domain\sysvol\domain\policies\{GPO} and was unable to accessthe first time although I could access \\server\sysvol\domain\policies for each of the servers.
